EPA Extends Compliance Deadlines for PCE and CTC Risk Rules
Non-federal operators gain more time to implement workplace protection programs for perchloroethylene and carbon tetrachloride.
The Environmental Protection Agency has extended several compliance deadlines for entities managing perchloroethylene (PCE) and carbon tetrachloride (CTC). The rule applies to any entity that manufactures, processes, distributes, uses, or disposes of these chemicals or products containing them.
For both PCE and CTC, the deadline for initial inhalation exposure monitoring is now June 21, 2027. Entities also have until September 20, 2027, to meet the existing chemical exposure limit, establish regulated areas, institute workplace training, and implement respiratory personal protective equipment programs.
Additional extensions apply specifically to PCE. Non-federal entities must now establish and implement an exposure control plan by December 20, 2027. Federal entities have until September 20, 2027, to institute their workplace information and training programs.
These changes align non-federal owner and operator deadlines with those already in place for federal agencies and their contractors. The EPA did not extend compliance dates for dermal protection requirements under the PCE rule.
The rule became effective on July 28, 2026.
